If a user uses "Sort by name" or "Sort by state" in the action group panel, the count of enabled action groups will be increased by n, where n is the number of action groups that are currently checked. This occurs each time a sort option is chosen.
This can be reproduced by:

Open the action group panel

Enable one or more action groups

Right click in the action group panel and choose "Sort by name" or "Sort by state"

Note the number of checked actions vs. the action group enabled count at the top of the panel
I was able to reproduce this using v3.35 and a fresh profile. A gif is attached demonstrating this with a fresh profile. Please let me know if you need any more information from me to help troubleshoot this.
