Hello -- I got an album which has been ripped to mp3 files --- some of the tags have utf8 encoding --- is there a way to translate those encoding to the local character set?

AFAIK UTF-8 is used for V2,4 tags.
So convert the tags to V2.3 - and I would strongly recommend to use UTF-16 as encoding as ISO-8859-1 may cause problems when using such files with a different codepage.
See File\>Options\>Tags\>Mpeg to change the tag version.
