Welcome.
Menu-\>File-\>Options-\>Genres
Simple marking or unmarking Checkbox "Show only user defined genres" doesn't make any changes to drop-down list "Genre:" in the tag panel. It works only when combined with adding or removing user defined genre/s.

It's fixed with Mp3tag v2.56.
