Could it be that we see the outcome of several mixed installations of 32- and 64-bit versions of MP3tag and/or standard vs. portable installation mode?
I would check if, after saving the configuration, MP3tag gets un-installed fully or if there are any leftovers that may interfere.
I would then install MP3tag on a clean system and see how it works.
You could then restore the saved configuration.
Problem finally solved - Mp3 is back in context menu !
The reason is that mp3Tag also comes in an app from Microsoft Store.
When mp3 setup installs a folder in windowsApp is created / name:
35795FlorianHeidenreich.Mp3tag_3.28.0.0_x64__rf0p6xgxmspcc
This folder I manually deleted and I made a reinstall. It was recreated.
Apps with folders in windowsApp folder does not appear in classic shell menu.

Until I discovered an hour ago that "mp3Tag" in fact also exist as a
Microsoft Store app.
Then I uninstalled mp3Tagsetupx64 and installed "mp3Tag App"
context menu icon is now back in the top of classic menu !
I suggest that it should be stated that "mp3Tag App" might be the best installation in windows 11.
NOTE : WindowsApps folder is hidden and requires Admin rights to open.
