Welcome wayniesinclair!  
If you use [User Defined Lists](https://community.mp3tag.de/t/add-custom-user-defined-genres/61122), you can already do the first request with MP3Tag as is. You have to define the list you would want to populate with the drop down but I have many fields, including mood, genre, composer that have predefined values that will populate as I type. It is a relatively new feature which is very useful for me.
