For those of us who use "Tag\_Filename" it would be very helpful to be able to highlight all and delete illegal metadata characters in Windows file names or maybe replace them with a dash.

Have you tried the $validate() function? (It does exactly what you suggest).
So: a mask for the filename and a replacement of illegal characters with an underscore would look like this:
$validate(%artist% - %title%,\_)
