And I know that in theory I could just add

*.webm;

to the list available at

File > Options > Tags > Tags> Restrict incoming files to:

On my machine it is no theory, it works.
So check what is wrong with your local setup.
Could it be access rights (again) as you have migrated from W7 to W10?
