Is there a way to create a sort for titles without cover art?

The presence of covers can be accessed via the property in %\_covers%.
So you may either create a column that shows the number of embedded covers.
Or you may just as well filter for files without covers with
%\_covers% MISSING
or those where there is one
%\_covers% PRESENT

would that be:
Actions/Create new/
Format value "\_FILENAME": %\_covers% MISSING ?

No, it is a filter which you enter at the bottom of the MP3tag window. (Press F3 to show and hide the filter input box).
Filters cannot be used in actions.
