When I look in the column "Tag" then the *.mp3 songs have a value like

Yes, that means, both tag sets exist in this file and you are currently watching the one which is displayed in front of the patenthesis.
Check File > Options > Tags > Mpeg to controll which tag versions you want to be displayed and written.

Does that mean that always automatically the highest avaiable ID3 tag set is displayed?
So if the column show "ID3v2.3 (ID3v1 ID3v2.3)" I have no chance to display the content of ID3v1 tag set?
As I said , you can controll that at File > Options > Tags > Mpeg
If you have sleceted READ for both types, the highest avaiable ID3 tag set is displayed.
To display the content of ID3v1, select only ID3v1 for READ.
But normally both tags should hold the same values, only ID3v1 has a maximum character length for the fields and does only allow the basic tag fields.
If you have slected READ & WRITE for both types, the content of the ID3v1 tag will always be overwritten by the ID3v2 tag when you edit the file in Mp3tag. So in the case displaying the ID3v1 tag doesn't make sense, as there are no different values.
