First, MP3tag is one of the most useful programs that I have ever used. I don't know whether what I will say is right. It is only my personal opinion.
I saw the problem in the discussion of the Simplified Chinese language file in Translation section, and I also misunderstood it at first. I think it should be "ID3v1, but write ID3v2 if ID3v1 is too small". But I don't know whether the grammar is right.
(I considered the sentence for quite a long time)

First I didn't understand what the problem was, but then I got it... 🙂 Your suggested phrasing is clearly better, in many aspects.
