How to write 8-bit russian characters in ID3v2 tags ?

When I select ID3v2.3 ISO-8859-1 then I get question marks instead of russian characters.
But I need to get 8-bit russian characters in standard Windows-1251 encoding.

How to perform this ?

Mp3tag no longer supports writing of ID3v2 tags using the system codepage. Use Unicode instead. AFAIK, ID3v1 can still be written using the system codepage.
