I tried to change the tags to the compliant v2.3 but get an error message when I select the files to be changed and press Option, Command and the S key (the save option). I get the following error message:
Cannot access file "/Users/myname/Desktop/MP3/Artist Name/Song Name.mp3" via secure bookmark.
Is there some setting I need to change the "cannot access the file" issue? Or location of the files?
The search words "secure bookmark" gave me 5 hits ... could you also try that search first?
I'm not a programmer; just a guy trying to get my music properly organized on my GPS. I tried running the line in the terminal (the one that ends in SecurityScopedBookmarks). That was the solution proposed in the five hits when searching for secure bookmark. No luck. Same error message.
I found another entry that talked about changing file preferences but I cannot find that in the menu nor woould I know what to change file preferences to.

Mp3tag was closed and I loaded the folder, not the individual files since I saw that in teh previous notes.
I don't know what "doing it locally" means as far as running a command in the terminal app.
Let me chime in here, it seems like you've performed all the steps that usually resolve this issue.
Can I ask that you try rebooting your Mac? Secure bookmarks are a limited kernel resource on macOS and it sometimes helps to refresh the state.
If the problem still persists, BackLog is an option to get a more detailed insight into what might be causing the issue. Please set the process to Mp3tag and include all events that are not directly created by this binary.
I rebooted the computer and got a pop-up window that said "ScopedBookmarkAgent wants to use the login keychain" When I type in my login password, the popup window doesn't accept my login password.
However, the keychain allows me to view all my passwords that are saved on the laptop. So the keychain doesn't appear to be locked out.
I haven't heard of this one before and it's certainly different from the issues described in the other topics. It seems to be unrelated to Mp3tag, but more to an issue with macOS itself.

both including options to resolve the issue.
Out of interest: have you changed your account password recently or updated macOS?
No, I have not changed my password or updated the OS on this computer in quite a while. I am preparing to leave on a big trip so will have to troubleshoot this later when I get back and life has settled down.
