Add an option on "Writing ID3v2 tags in system codepage"

I'm a Chinese user, and I really cannot bear the garbled characters on my portable MP3 player (It doesn't support Unicode at all, and so do most MP3 players in China Mainland). I strongly recommend that a checkbox should be added.

I've said it long ago, but I wrongly said it as the problem of ISO-8859-1. Now I've corrected my mistake.

AFAIK, that is not part of the standard and therefore will not find its was back in Mp3tag. You can use ID3v1 tags, although they have limitations regarding overall length of fields.
