This is a feature exclusive to Windows (as in the Windows operating system) and not available on macOS.

FYI, macOS has a feature to create custom keyboard shortcuts. So if you want to select a menu item (such as showing or hiding the tag panel) you can do by creating a keyboard shortcut for it as explained here:

Create keyboard shortcuts for apps on Mac - Apple Support.

Alternatively, you can use CMD + SHIFT + ? to open the Help menu in an app, then you can immediately type the menu command you want and the help menu will return matching commands in a result list you can select from with your keyboard. Depending on your needs that can be or less efficient than Windows ALT navigation shortcuts.
