Are you not building the portable version anymore?
There has never been a specific download version for a portable installation. Instead, the installer asks whether you want a standard installation or a portable one.
@callor In the third step of the installer, you can choose a portable installation of Mp3tag:
Then you are asked where you would like to install the portable version:
As poster already wrote:
There is no separate portable .exe or .zip file for MP3tag.
