I'm looking to see if MP3TAG is able to download all the correct tags in a batch rather than look up 1 by 1 under discogs Title - Song or is this not possible and best to use media monkey or music brainz?

It's not possible with Mp3tag.
I doubt that any program can do that.
Recognizing the one exactly correct matching song in a online source is very tricky, because a song can appear on many different releases (CD, LP, EP, Single, Compilations) in many different countries at many different times.
But please try it and let us know, if you have found such a tool.
