I think that is the usual behaviour: if you reduce the number of pixels, then less space is needed to store these.
I think you can save a picture with reduced quality but the same dimensions - this would also reduce the size in bytes.
It does not work the other way round: reduce the number of pixels but increase the quality to keep the size in bytes the same.
