does there already exist a feature or addon in Mp3Tag which allows me to use/export the playlists I created on my phone so it can automatically detect and use them in a music app?

Playlists are plain text files with a list of filenames.
You can already now generate playlists.
I do not see MP3tag to be the responsible instance but the player that has to be able to read such a file.
I do see a problem in respect to filenames:
AFAIK relative paths have a different syntax in Android than in Windows.
Also, I think that a locally generated playlist can only be of use on a second system if the referenced file structure is the same on both systems.
You generate playlists with functions from the File menu
