hi, my folderstructure is:Artist/Album/Tiltle
so for example Anouk/Hotel Newyork/Girl
there is an folder.jpg in the "Album" folder and i want to import that folder.jpg to the "Title" folder
how can i do that in mp3tag?

Action Type: Import cover from file
Format string for image filename: folder.jpg

ok, but does the folder.jpg comes in the title map?

I am afraid: no.

The only way I could think of:
import the file into the music files with the action poster has mentioned. probably you have to enter as filename:
..\folder.jpg

Then delete all folder.jpg files with a DOS command or the explorer.

Then export all embedded images to a file. This will then end up as file in the track folder.
