[F] deactivate buttons in Columns form

In the Columns Customization form,
the buttons aren't always correctly activated/deactivated,
based on the current selection in columns list:

"Delete" & "Hide" are always active, even when no column is selected
(and produce no action & no damage, if clicked)

also "Move Down" remains active with no column selected
(and raises an exception, if clicked)

This bug has been fixed with Development Build Mp3tag v2.41c.
