Are you using Windows XP by chance? Discogs disabled TLS 1.0 and 1.1 for api.discogs.com, so Mp3tag no has to use TLS 1.2 for connections to api.discogs.com.
Unfortunately, TLS 1.2 is not supported on Windows XP, so you'd need to update your OS to use the Discogs tag source.
