"Convert>Tag-Tag" and "Format value" have the same parameters and effect.

Why didn't you post a screenshot of what you have entered that does not work?
You simply have to set the same field in "Format value" and copy the format string. So why shouldn't it work?
Actually: how often in the life of the files will it happen that they have to moved up one folder level?
If that is a one off (as in the future, I hope, you will apply the correct folder structure) and it works with Convert>Tag-Tag then I would use this function instead of an action which apparently causes other problems.
If I use the Convert>Tag-Tag, it will erase the last parameters I had in there before so I prefer to use Action . This way I can edit my using the actions, and not have to worry about what i had last stored in Convert>Tag-Tag. can you help me right an action for this?

here is another twist.. lets say the same files that has the mp3 tracks also have jpgs.. how do I move the content of the jpgs to the main folder also?
Have you checked it?
If you rename a complete _DIRECTORY all the files (incl. jpg, txt, lrc etc) in that folder are move to the new location.
