I think you are looking for the tag panel - you can hide and show it with Ctrl-Q or the corresponding function in the View menu.

Once you have managed to display it again but it is not in the right position, perhaps this thread helps:

My Tag Panel was collapsed--must have done something wrong. Now I opened it up, but the panel overlays the left side of the lists. I closed the panel and opened it in view. Same thing.
