My VLC does not play this file.
I would say that this file is corrupt and unusable. I can not tell you a way to fix this file other then re-rip or re-download it from your source.
That file is fishy, it contains headers for EXE files and lots of other corrupted data. It doen't seem to be contiguous so maybe from a corrupted drive?
