Mp3tag installer should stop the old exe and start the new one

When Mp3tag tells me that there is a new version available, lets me download it and start the installer, then unfortunately the installer is not able to stop the old exe version and restart the new one afterwards. This feature is available in other programs, I'd be happy to have it here too.

I've just released Mp3tag v3.28h, changed the installer to close a running process of Mp3tag during installation, and added an option to run Mp3tag once the installation is finished.

This is a great idea and thanks @Florian for programming this command, I just installed Mp3tag v3.28h, the command works very well :+1:

I noticed a side effect in versions 3.28h and i. I performed the last two installations with Mp3Tag already running. In both cases, I received an error message stating that the default installation directory could not be written to.
I couldn't reproduce this in further tests.

I really like this new feature because I always forget to close Mp3tag during an update...

I installed Mp3tag h & i, the Mp3tag program was open, and it worked fine, without any problems on my Windows 7 & 10.
