Opening more than one instance of program

Hare Krishna.

Can I open more than one instance of the program?

I have two folders containing 1000 and 1500 files respectively and I have to compare and change the tags manually. I mp3tag cell interface allows to easily modify a tag and thus is very helpful. But when only one instance can be opened then I can use is only for one folder while in other folder I have to change through windows interface.

No you can't.
See e.g. this thread from 2005:

and there are many more that describe how you e.g. load 2 different folders at the same time so that a side by side comparison is not necessary, on the contrary: filtering and sorting is probably just as good.
