We work on Windows Package Manager (http://code.google.com/p/windows-package-manager/) released under GNU GPL license. It helps to find and install software, keep a system up-to-date and uninstall it if no longer necessary.
I'd like to ask for permission to copy the 'Mp3tag' icon (http://www.mp3tag.de/images/logo4.gif) to Npackd web server and use it for 'Mp3tag' package identifying icon.

I have nothing to do with the owners of the logo or mp3tag.
But as a piece of advice: if you want to get a legally binding contract then I doubt that an anonymous entry in a forum addressed to more or less the whole world will lead to the desired result.
I guess you would have to undertake the task to find out the address of the owners, make them an offer and disclose your identity.
Also: do not take no response as affirmative response.
