Does mp3tag support an action conditional on multiple tracks
eg. if all artists in the immediate folder (path) are same set albumartist=artist otherwise set albumartist=Various Artists

No, Mp3tag cannot examine multiple tracks (files).
The task that you use as example, though, is generally easy to deal manually with on an album by album basis, particularly if have each album contained in its own folder. Not so easy if you have a whole library to deal with. Not in Mp3tag.
