Silent install does not work properly

I am trying to submit Mp3Tag to winget, the new package manager developed by Microsoft.
Unfortunately there's an issue with the installer: when using /S switch to run a silent install, it does not request admin rights and shows an error about being unable to write to Program Files. It works if launched in an admin prompt but this is not expected user side.

Request Admin rights when using /S switch to make a silent installation.

Admin rights are not requested and the installer errors out and install is aborted.

Please note this behaviour happens also outside winget, if I open a Powershell windows without admin rights and I run .\mp3tagv302setup.exe /S it produces the same error.
