Just wanted to add an additional comment. I now believe that the problem is not windows. I think the issue is between Audiograbber and MP3Tag and the culprit is Audiograbber. I noticed that Audiograbber is now installing its own Lame drivers which it never did before.
When I do a complete uninstall of Audiograbber the problem goes away. I am now using a different ripper and have no problems.
