Following the tests by @LyricsLover and @Doug_Mackie, I too found it surprising, based on your results, that Microsoft decided to restrict user flexibility regarding window width...
I always thought you could restrict the window down to the smallest tag size... 
I tested it with Windows 7 and 10, and I got the same result...
