I have been trying to figure out how to batch edit the tag called "Tags" on multiple files.
When I edit the "tags" tag using Windows explorer, nothing appears in the extended tags panel on mp3tag so I have no idea what field it uses, if any.
I apologize if the solution is obvious or if this has already been answered here. I wasn't able to find anything on it. Any advice is greatly appreciated.
What kind of music format is this?
mp3? FLAC?
Was hoping to use this to tag videos, MP4. Does that change things?

Just to get this straight: the Windows explorer is no (real) tagging tool.
It is not clear to me: does the WE refuse to add data to that property? Or did you add data in MP3tag and don't see it in the Windows Explorer?
I did a quick test and your Tags content for a mp4 file goes to a
WM/Category
tag which is not supported by Mp3tag.

It's not possible to add support for an unsupported tag field via the mapping options.

One of the other questions would be: which target program evaluates this data (except the Windows Explorer). What would be the point to fill the item if no other program can deal with it?

Even MS developed programs often do not correlate well to their own Windows interface. It is highly unlikely you are going to find one that will address this specifically.
The WM/ tag suggests this is a Windows Media custom tag. Certainly for use in video this is out of the scope of what mp3tag supports. Although I have been successfully using mp3tag for years to tag movies, music videos, and more without any issues with my library manager or players. I do not depend on any of the Windows Explorer features.
I'm not 100% sure, but I'm guessing that Windows Explorer stores the WM/Category tag in the 'Xtra' atom of MPEG-4 files, like it does with other Windows Media tags such as WM/SharedUserRating, WM/PartOfSet etc.
ExifTool (a command-line tag editor) might provide access to these tags.
