Use from a batch file?

Is there a way of getting MP3Tag to work from a batch file?
I want to activate it from a directory monitor so it:
1)Gets Tags from Filename - usually a variable passed to the batch file with unwanted information on the end
2)Adds standard albumname to file
3)Renames file from Tags
