Windows-1252 characters

I have a 100CD set, that has Windows-1252 characters where the apostrophe should be, and they are displayed in navidrome as a small square, albeit in MP3Tag you can actually see the character.

Is there a way to remove these in bulk please and replace with an apostrophe
