Both simple cases work, see yourself:
Test_fo_uploading_MTE_file_into_forum_message.mte (28 Bytes)
Test_fo_uploading_MTE_file_into_forum_message.mte.txt (28 Bytes)

But uploading a mte or txt file containing such wpl XML code is forbidden.
"Upload failed. Please ask the administrator to check the settings and permissions"

PS 1: I use indentation in my MTE but this forum strips spaces at te start of lines

Use code or codebox tags around your export code.
