For comparison, when I ask for results in German, Japanese, or Russian, iTunes yields responses in the appropriate language.
You may have to try different options, or there are no Czech localized material in iTunes.

I have the same problem. I copied all the files in the zip file to the AppData\Roaming\Mp3tag\data\sources folder.
When I try it, I get the error:

Please use the Sources folder that you get when you use File>Open configuration folder.
Looks like your unzip utility does not support UTF-8. Try 7zip.
Thank you very much. That was the issue. I copied the files using 7zip and all is working correctly now.
Fixed. finally just decompress the files with 7zip instead of winrar

I already created multiple self signed certificates using *, localhost and 127.0.0.1 but I'm getting 401 unauthorized error everytime (certificates are already added in trust store) do I need to create a web server to make work the python script?

Yes, the script doesn't open if the certificate files aren't in the same folder, when you shared us a valid certificate all was working fine, I tagged a lot of songs, but I can't make work this with my own certificates, I'm using this to create them: Generation of a Self Signed Certificate · GitHub
Then I just change the file extension to pem.
