I cannot reproduce it.
But what you could do: now that you have files with apparently invalid data like dimensions of "0x0": what do they look like in the W11 MP3tag? Which program embedded these pictures?
Really, to get reproduceable results it is mandatory to keep as many parameters constant as possible. So far this has not happened.

I used larger audio files, almost 30 minutes each, to run my tests.
- I created a folder on Windows 11:
Windows 11 - Audio program of 10 files with images 1 to 10
I placed my 10 audio files with images almost identically, except that my images are numbered; the numbers aren't all consecutive. I have 10 different images for my audio files.
In Windows 11, I opened Mp3tag Mp3tag v3.30c, looked at my tags and my 10 files, each with their images. Everything was fine. I saved the 10 files with Mp3tag.
I transferred the folder:
Windows 11 - Audio program of 10 files with images 1 to 10
Not to a USB flash drive, but to a very small WD portable hard drive.
In Windows XP, I plugged my small hard drive into USB
I opened the folder: Windows 11 - Audio program of 10 files with images 1 to 10 from my WD portable hard drive.
I took the 10 audio files and the images from the audio files, which I copied and pasted.
In Windows XP on my hard drive:
In the empty folder: Windows 11 - Audio program of 10 files with images 1 to 10
I selected the 10 audio files and opened Mp3tag v3.05. Within the 10 audio files, we can see each image from the 10 audio files.

What resource are you using to transfer the files from the Win11 machine to the XP one? Drag-and-drop in explorer to some USB storage device? Syncing software? OneDrive or Google Drive? Data from the header ina standard copy just can't disappear while the audio stays intact.
I will have to make the "test" again, from zero. Becuase yesterday I fixed the files embbeding the right cover again, on XP.
Tomorrow I will let you know.
But not for the file that you showed us coming from W11, right?
I wouldlike to see a screeshot from "Information Society - Walking away.mp3" in W11 (that is already there) and in XP.
I do not doubt that you have files with garbage as covers - but those will most likely not be tagged with MP3tag.
Also, I strongly recommend that you check your MP3 files with the linked tools from this thread:
and test the whole thing only on files that do not show anything suspicious.
