After installing 3.19 for Windows, 3.18 was not overwritten

No, there is only one entry as they share the same name.

What most likely happened is that you've installed the v3.17 version to a different folder than an existing v3.15 version. I suggest uninstalling the version listed at the control panel (backup your settings and let the uninstaller keep them) and then remove what's left at either C:\Program Files and/or C:\Program Files (x86) manually. After that, reinstall the latest version and all should be good.
