There is already a "shortcut", called Action:

Import Cover from File – Mp3tag Documentation

And not to forget:
You can always drag & drop such a folder.jpg artwork to one or multiple selected tracks and save it.

Can you make possible to automatic read file in folder album

If in File->Options->Tags->"Don't display first image from the directory as cover art" is unchecked, MP3Tag will show folder.jpg, if it's the first or only picture file in the album folder.
