As I said: it depends on the available space in the padding. If that is used up (and that could be a single character), then a copy is created.

I wanted to add one more thing I just noticed. I opened task manager and Mp3Tag is using my hard drive at 150MB/s during the entire retag process - my assumption here is perhaps it is duplicating the entire file to make the change to the title metadata?

I am just changing one metadata field - just the Title field - it is just changing text - making the Title metadata field equal to the filename. Disabled defender but no change in delay - still using hard drive at 150MB/s. Thank you for your suggestions so far.

You cannot modify the padding. It its added initally and then is increased each time it is not large enough. So, if your converter did not add any or too little padding, then the file has to be rewritten.
