Edit Actions w/o any files in main window

I'm certain this will have been asked before, and I'm certain that I'll be directed to a great thread that answers my question - but I have tried a search, but didn't uncover anything helpful.

So, how can I view and edit actions without any files in the main MP3Tag window?

I find that you really have to load at least one file and even have to select it before you can create, edit or delete an action group.

That’s precisely what I’ve found, too.

But does it have to be that way?

Because it is the case that I’ll have my laptop with me, but not my external drive with my music library on, and in that situation, I can’t update any rules or actions in MP3Tag…

I think that there are music files on every windows installation.

Maybe copy a few different files to a local "Test" folder? Ideally if you are creating new Actions you'd need something to confirm the results with. Plus this would be done in advance without affecting your actual library.
