I have an mp3 file (actually several) whose ID3V2.3 tags display perfectly fine in mp3 players. But Mp3Tag says it doesn't have any values. I've written my own mp3 tag parser, and sure enough, I can read all the frames and values from the tag.

Your screen shot shows APE v2 tags. You have probably not enabled the reading of APE tags in Mp3tag Options. Please see this documentation page;
APE Tags are enabled in the options. Still no values are shown in Mp3Tag.
Unfortunately, the upload file size limit is 3Meg, so I can' upload the actual .mp3
OK, so the next step is to examine the file for corruption using the freeware utility Mp3Diags
A search of the this site (Mp3tag) will return a great many topics on using Mp3Diags. And, as you will see, screenshots of the results can be quite informative.
You might start with:
If there are ape-tages the situation is sometimes that Id3v2-tags are not shown at all because ape-tags have priority in Mp3Tag.
First have a look at such a file with the extended tag-view ALT-t. It is possible that you only see your ape-tags there.
Then try to disable the reading of ape-tags in the options of (section of MPEG, not APE) and look with ALT-t again.
