You do not have to program anything for a column - just click on it.
A little arrow at a column inidcates by which column the data is sorted. And the up and down indicate ascending and descending.
It seems to me that for my title numbers to be chronological, I would have to click on the File name arrow at the top, which I have done since I started using Mp3tag, doesn't it work?
If you do not feel at home with the column header, then try menu View>Sort by>Filename (or whatever column you want the files to be sorted).
I see that in your screendump the filename is shown right-aligned.
This is usally an indication that in the column definition the option "numeric" is ticked which treats the data in that column as numbers. If there are no numbers, then all entries are considered to be the same number and the order appears to be random.
Please show us a screenshot of the column definition of the column by which you want to sort.

Why would you click on the "Filename" column header if you want to sort by TRACK numbers?
If you want to sort your songs by TITLE names, click on the "Title" column header.
If you want to sort your songs by TRACK numbers, click on the "Track" column header.
There is no such thing as "title numbers". If you have a filename like this: 01 - Michael Jackson - Billie Jean - Thriller.mp3
it would be made up of
TRACK - ARTIST - TITLE - ALBUM

If you want to sort your audio files in chronological order, you would have to sort it by a DATE. There are different DATE or RELEASETIME or YEAR tags for example.
The Windows File Explorer also sorts your content (by the way exactly the same as in Mp3tag: You click on a column header).
By which column do you sort in Windows File Manager? By "Name" (=Filename)?
And then:
Right click on the column header "Filename" in Mp3tag -> Customize Columns and then create a screenshot from your definitions for Name, Value, Field, Sort by and the checkbox for Numeric.
