I did a test with iTunes, as ohrenkino mentioned, iTunes stores them locally in a database on the PC, and the data doesn't appear in Mp3tag.
My question is, can we use a command in the Mp3tag program to retrieve the iTunes data from the PC's database and transfer it to Mp3tag?
No.
But you could create 5 automatic playlists in iTunes, one for each rating star and then drag&drop the contents from each playlist into MP3tag and set the rating value in MP3tag.

I think I understand your method, which is very simple.
Example: In iTunes, I take 3 audio files and check that they are rated 5 stars.
In Mp3tag, I take the same 3 audio files at the same time, click in the rating field, choose 5 stars, and save all 3 files once. We then have the same ratings in iTunes and Mp3tag…
