You could also follow this suggestion to enter stars in a column as rating values:

Addendum, 13.03.2023, 16.30 Uhr: There is an additional way to apply the star rating using "Custom list values" for the Field POPULARIMETER that let you choose your own unicode stars like ★ from a drop-down-box in the Tag Panel. First: only WMP accepts rating tags - iTunes stores them locally in a database on the PC.
Then: Add the column %rating wmp% to your columns

Then you may follow the instructions of the MP3Tag help: either add a number between 0 and 255 or asterisks just like in WMP.

WMP has to reread the tracks to see the effects of the rating.
In iTunes nothing of your work will be displayed.

I did a test with iTunes, as ohrenkino mentioned, iTunes stores them locally in a database on the PC, and the data doesn't appear in Mp3tag.

My question is, can we use a command in the Mp3tag program to retrieve the iTunes data from the PC's database and transfer it to Mp3tag?

No.
But you could create 5 automatic playlists in iTunes, one for each rating star and then drag&drop the contents from each playlist into MP3tag and set the rating value in MP3tag.

I think I understand your method, which is very simple.

Example: In iTunes, I take 3 audio files and check that they are rated 5 stars.

In Mp3tag, I take the same 3 audio files at the same time, click in the rating field, choose 5 stars, and save all 3 files once. We then have the same ratings in iTunes and Mp3tag…
