the tag Panel became more user friendly. However I just do not understand the rules applied to rows or have some bug

If I go for Multiline and select 1 row for it- I do get 1 row. But if I select 2, I get... 4. So I go further with this and select 3- to see to my surprise 8... ish, as I see 7 with data and the 8th looking like being empty but in reality becoming visible after scrolling down

Why cannot I set rows for 5 and see exactly 5 rows?

Multiline Comment Field Height

It took a little experimentation when I initially tried the feature and I found the Rows refers to the number of equivalent field heights. Eg: 2 = two single line field heights, rather than text lines in the multiline field itself. This allows the multiline field to align with other fields, though I can see how when arranged vertically it would be less obvious. [Tag%20Panel%20-%20Multiline%20field%20height%20example]
