BY ERROR I INSTALLED the 32 BIT version
impossible to uninstall it: error message: close an open mp3 tag window
or no window open
even via windows impossible to uninstall 32 and therefore install 64
How to do it, thank you

Install the old 32-bit version.
Save the configuration
De-Install the old 32-bit version
Install the 64-bit version
restore the configuration

Can you try deinstalling via the Windows Control Panel rather than running the uninstalled exe directly?

Then all that is left is to de-install as far as you get, remove all folders that look like remnants from MP3tag, clean the registry manually from MP3tag leftovers and start a clean new installation.

As you have saved your configuration previously, you can, of course, use it for the new installation.
