Generate Cue Sheet From Timestamps

I would like to create a Cue sheet from the following information.

Is there any way this could be accomplished?
Perhaps with an action or script? Or maybe using some kind of chapter marckers?
I can do this using Goldwave, I type the time and the track name for each individual cue point, but there is data loss because of being reencoded.
I tried CueMaster but It will only let me spesify points in how long they are, which means that I would have to calculate the individual length of each track, whereas this is absolute from the beginning of the file.
